Restrictions on the Number of Hours of Additional Education in Moscow

The new academic year for institutions of additional education began with the introduction of electronic registration of students. As with any innovation, this procedure did not always go smoothly and caused an ambiguous attitude towards itself on the part of the parent and pedagogical community. Perhaps that is why I would like to express my own opinion on this issue and give some assessment, believe me, quite deliberate and balanced.

First, it should be unequivocally understood that the electronic registration of the contingent is the first step to the subsequent entry of the system of additional education into the realities of the new economic conditions. Western Administrative District.

Restrictions on the number of hours of additional education – 4 hours for younger students and 6 hours for middle and senior students, are currently being entered only through an electronic program, in the near future, it will probably become a regulatory limit, which will be financed from the budget of the city of Moscow.

We must assume that the desire of children and parents to get more hours to engage in two or more creative associations – all this will be possible only on the basis of parental payment. In the same conditions, there will be preschool children and children who do not have registration in the city of Moscow.

When recruiting a contingent of students in our Center for this academic year, we did not formally restrict the child’s freedom to choose additional education programs, the number of creative associations and hours of employment in them, since there are currently no regulatory documents that limit the ability to meet the additional educational needs of children and teenagers. However, we explained to the parents of our students that the situation may change already in the middle of the school year.

Also uncertain for the future is the possibility of individual classes of students free of charge. And although the model provision for additional education institutions suggests the possibility of organizing individual classes (as a rule, these are solo vocals and playing musical instruments), with per capita funding, the profitability of such classes for the teacher and institution is in doubt.

I express these thoughts and doubts for the sole purpose of once again publicly explaining to the parents of pupils, first of all, that the education system reform also affects the additional education sector and that in the very near future, for objective reasons, we should expect a significant change in the conditions for providing additional educational services.

In general, in my opinion, e-registration of students already “automatically” increases the motivation of children and parents to the responsible choice of the direction of additional education, of a creative association, since it is no secret that the sometimes unlimited freedom of choice provoked the feeling that it was unnecessary to attend classes education, since it assumed their availability always, at any time and in unlimited quantities.

I dare to suggest that the subsequent change in the conditions for the provision of additional educational services, including limiting the number of hours on a free basis, will rather play a positive role in enhancing the conscious, motivated attitude of children and parents to the possibility of obtaining additional education, raise the status of additional education institutions and , will remove the problem of several excessive mobility of our contingent of students, which will become more stable.

There is also a “flip side of the medal” – such a personification of each child will certainly increase the teacher’s responsibility for the preservation of the contingent of students. For building an individual line of development and creative growth of each particular pupil, for a really motivated implementation of a personality-oriented approach. And, of course, will increase the desire of teachers to competitive viability and success in the provision of additional educational services.

For our part, I would like to say that in order to maximize the educational interests and needs of children, primarily in terms of the introductory level of additional educational programs, we are ready to offer programs for 72 hours of curriculum per year, which even with a limit of 4 hours will allow younger students to attend 2 creative associations of different directions.

Of course, an in-depth, and even more professionally-oriented, level requires at least (if not more) 144 or 236 hours of training sessions per year. But, in fact, it fits into those same 4 or 6 hours a week. I absolutely do not want to advocate limiting hours of additional education, but I would like to note the positive aspects that are still in it, which I tried to do. Another question is how much parents can and will want to give their child more opportunities at their own expense, but apparently in the near future, these are questions of a purely individual order.

I am pleased, at least, with the guaranteed preservation of the system of additional education and the preservation of state funding for institutions of additional education, which, by the way, I note is not in any country of the world, except for some countries of the post-Soviet space, in particular Belarus and Ukraine.

I would also like to add that during all 25 years of our Center’s existence, we have tried to ensure the accessibility and free of charge of additional education. For advanced programs with parental payment for additional classes, currently, we have 14% of our charter capital (from 6 to 18 years old contingent). And the fact is that these 14% show stable attendance and almost 100% safety of the contingent during the whole academic year, which is not always possible to say about completely free creative associations.

Once again I want to clarify my position – I do not advocate expanding the involvement of parental funds in institutions of additional education, but honestly, openly and quite sincerely express my thoughts on the basis of more than 20 years of experience in the system of additional education for children.

Perhaps, in this case, I deliberately stand in the position of optimism and propose to see not only minuses in any situation. But also pluses. The last thing I would like to emphasize is the uniqueness, significance and value of the system of additional education, its high creative and pedagogical potential, “natural selection” (primarily due to the freedom of choice for pupils and students) teachers of truly bright, caring, loving children and devotees professions.

The system of additional education, besides the educational function itself, also fulfills the most important mission of shaping the child’s ideological and civic position, socialization, creative development, personal development, and growth. All that is called education of the younger generation.

Widely directed external activities of supplementary education institutions involve a significant contingent of children and adolescents in the field of a single educational space through participation in projects, programs and events of cultural, educational, environmental, civil, patriotic, and spiritual-moral orientation. And although oddly enough, the word “education” has become less and less common in the pedagogical community, I am personally very encouraged that the President of the Russian Federation, V. Putin, speaks a lot, often and significantly, about the need for education.

On this, perhaps, a little pretentious, but major note, I would like to end my public speech, at the end of which let me congratulate all the children, their parents, and teachers on the beginning of the school year and say that the doors of the Matveyevskoye Children’s Art Center are not easy to open and wide open for children and adults.
